Was looking into getting a pcm, and wanted to know where would be the best place to start. Any recommendations?

I had found one on EBay for my '98 4.0 OHV
 
PCMs don't cost much to ship, and they don't often break so a used one is not a big gamble, but a 1991 is the older EEC-IV unit, so may be harder to come by

These often just need the 3 capacitors changed to get them back up and running, any electronics repair place can do that, parts are under $5
If you can solder you can do it, its not hard

The 3 things you need to match are
Engine size
Transmission type, manual or automatic
EGR or no EGR

2WD or 4x4 doesn't matter

1991 or 1992 model EEC-IV should be OK for you if it matches the 3 requirements

1986-1994 Rangers used 60-wire EEC-IV PCMs
1995-2011 Rangers used 104-wire EEC-V PCMs
not interchangeable, lol

Appreciate it, I’ll look into getting mine repaired first.

They can also be black and may not be in exactly the same place every year

This article is about V8 EEC-IVs and replacing capacitors, but same applies to V6 or I4 EEC-IV: http://support.moates.net/capacitor-repair-ford-a9l-ecm/

The uF value is on the old caps, that needs to match exactly, also the NEGATIVE side placement on the board, these have a + and - side

The voltage(v) of replacement can be higher, but NOT lower

So 47uF 63v can be replaced with a 47uF 100v, but NOT a 47uf 16v
