- In theory, theory and practice are the same. In practice, they are different.
Manufacturers will do that to make assembly easy. The strap holds the 2 bolts together with the proper spacing to fit in the holes in the frame. Plus, it keeps them fro spinning when you are tightening or loosening them. You’ll usually find those things associated with frame pieces or parts bolted to the frame, like bumper brackets and transmission crossmember.
