parking brake woes?

The parking brake cable on both side inside the drum has stretched and frayed so there's now 2 pieces of cable in each drum. But my parking brake still works on the passenger side. But only stops me from rolling backwards... some times.

What am I missing?

Probably needs new cables and a good adjustment.

I know it needs new cables. I'm just confused by how it still works? I'm assuming an adjustment will make it stay in both directions. Right now it rolls a few inches backwards then suddenly stops.
