output shaft turns one way

Hi there guys i have 93 a4ld 4x4 on the bench with no transfer chase and no oil in it should the output shaft turn both ways by hand or only one way.it is only turning one way and locks the other ways. The pan is off and totally drained of oil. Thanks for any help. great site by the way
