Oil everywhere...….

Whe the timing belt broke on my 93 2.3, I had to turn the wheel several times to get it turned around and pointed back to the house. Today, while lust looking around under the hood, I noticed several things were wet on the drivers side of the engine bay. There was a puddle of fluid in the power steering pump cap. The dipstick reads dry and the cap looked a little misplaced. Is it possible the turning of the wheel caused a back-up of fluid in the pump and shot it out the top?

Theres a little breather hole on the PS cap. Dont ask me why or how, but under various circumstances ive had it geyser out.
 
PS fluid shooting out of the pump reservoir if you turn the wheel without the engine running is normal operation on a Ford.
