I have a 2004 4.0 4x4. Obd2 port isnt working. Replaced the cig lighter fuse so the port has power and ground but it's still not connecting. Anybody point me in the right direction for troubleshooting?

Ok, pin 1 is at the top (wider), left hand. Pin 8 is the top right hand. Pin 9 in the bottom (narrower) left hand. Pin 16 is the bottom right hand.
