No, you need 95+ fuel system even without emissions...

You can possibly call the state emissions and ask them what is acceptable, it would be a shame to do all that work just to have them pull the plug. One thing for sure is you need to have the cats in place gutted maybe but be there for a visual. Thats a federal thing!

called a state inspector he said i can do what ever i want with the truck as long as i have cats or he recomended test pipes because its a visual look of cats with out being there XD gata love when the inspectors tells you the way around the state

I installed a V8 with dual exhaust....added two 2.9L cats to keep my kid's air clean.....didn't have to install mufflers--the cats gave it plenty of flow out of the Harley Davidson tailpipes for a just-right rumble.....see belowwwww...

I also kept the original fuel system (less the OEM 35 psi regulator.....installed an inline fuel filter and a 7psi pressure reducer before the carb with the OEM return line to the tank)....works great

All states vary some but pretty much universal that you need to keep the same emissions system to pass without using exemption. So you need to keep the same stuff that would be listed on the emission sticker under the hood. Would need fuel injection, converters, EGR and so on. Not too sure what's needed if you require a tail pipe test, I would think you would have to meet the output of the vehicle as if it were stock but like I said not sure on that. If you have exemptions usually milage based you can run whatever you want. Place to check would be a garage that does emission inspections they will tell you.
