Ok here is the whole deal.

I am doing an engine swap, 2.9 to 4.0. I've got everything wired and cranking but it will not start.

I have check the lines and they are pressurized but the pressure relief valve is not. The supply line is full of gas but the return line is completely dry. I know I have spark because it will sputter when I spray brake cleaner in the intake.

Thoughts?
 
Sounds like it may be air bound. Hold the pressure test valve open while someone cranks the engine until you get fuel to shoot out.
 
Double check you didn't get your supply and return lines swapped. I've seen it happen, it doesn't work well.

Right on the money. I must have gotten confused when I handed the guy a handful of lines and told him what I wanted. Amateur hour over here. All in all, I'm pretty impressed with myself having completed my swap. The most complicated thing I'd done prior to this were oil changes and brake jobs.
 
I think that's the most common problem with a 4.0 swap. I did the same thing....

I was surprised to find the Fuel Pressure Regulator still worked afterwards..
