Not seeing to get gas

My 1991 4.0 has been acting funny. For a little bit it seems like it's not getting gas, but just for a moment when you start it. Today, however, it was feeling like that when I made any turns. I drive about a mile and a half and then it was just doing that on a straightaway. When I let go of the gas it starts selling normal, until I press the the gas again. My instinct says fuel filter, but I'm not very experienced and wanted to know if anybody had any other ideas before I change the fuel filter
 
If the fuel filter is old, that’s not a bad thing to take care of anyway. Testing the fuel pressure would be a good idea, also. Is the Check Engine Light (CEL) on? If so, reading the trouble codes could be helpful. And the obvious; is there a significant amount of gas in the tank? And look for any loose connections in the wiring to the fuel pump, both positive wires and grounds.
