First, remove both battery cables and clean terminals and cable ends.
A poor battery ground will cause odd electrical issues.
Reinstall and check power again.
There is one relay that supplies power to the coils, fuel pump relay, injectors and computer, plus a few other things.
The EEC relay, it will be in the engine compartment fuse box.
When you turn the key to RUN the EEC relay should click closed and send power to those systems, fuel pump relay(right next to EEC relay) should also click if EEC relay does.
It could be labelled ECM, PCM, or "bob's your uncle", they seem to change the label on this relay ever 6 months since 1985.
The EEC relay and Fuel pump relay and I think the WOT(wide open throttle) relay all have the same part number, so if you do not get a click from the EEC relay when key is turned on then pull out EEC relay and put Fuel Pump relay in that location and try key again, if you get a click then replace EEC relay, if still no click then could be ignition switch(under steering column) or wiring under Fuse box.
