2.3L ('83-'97) No spark or fuel

Alright I got a 1993 Ranger splash 2.3l. It sat for a while with the battery out, now it will not start. Very weak spark and the fuel pump only runs if I jump the relay. Getting 10 volts at the fuel pump plug, even with the relay out. But once the pump is plugged in it drops to zero.
 
What's battery voltage at the battery? Make sure all connections are clean and tight.

This is a wierd statement.
Getting 10 volts at the fuel pump plug, even with the relay out.
If the relay is removed, there should be 0 volts at the pump. Removing the relay breaks the circuit and no voltage can go past the relay socket.

Battery voltage is 12.6 with a brand new battery. I’ve replaced the fuel pump and both coils also

do you mean the pump is getting 10 volts when you jump the relay? Regardless thats not right, check for resistance if you can through the wiring for the pump. should be 11 volts or close to.

When I jump it, it gets full 12 volts. With the relay out and no jumper it’s getting 10 volts. Also I seen on some other forums I should be seeing a check engine light with the key on which I am not
 
Which wire at the fuel pump plug is getting voltage with the fuel pump relay removed?
 
It sounds like you may be having a massive voltage drop.

First thing, I'd be looking real hard at the truck's battery cable terminals.
It's possible. But, since he is seeing voltage with the relay removed and not jumpered, I think he's reading the voltage from gauge cluster to level sending unit. That's why I asked which wire. Furthermore, if he sees that voltage on more than one wire at the pump plug, then he has a missing ground connection.
