No Pulse To Fuel Injectors

I rebuilt the Engine to my 87 2.3EFI 4x4 XLT, now after installing it back into my truck the engine turns over, im getting spark and fuel pressure but the Fuel Injectors wont open because im not getting any Pulse. I'm getting 12volt to both sides of the Injector Wire, and when i turn the engine over the volts drop to around 6 volts to the Injector Wires. Can anyone help with my problem? Thanks, Luke

ECU,all of the connectors ,between a and b, ground wires ,, controlling relays

Also to check the pulses a VOM wont do it
And the age of yours, it fires in sets of two ,didnt change until 95
