No Power to Starter Switch/Relay - 2007 FX4 4.0 SOHC

So I've recently just put in a new engine and I'm getting nothing, not even a click from the relay (relay works). I've connected 3 ground wires located by: ECU/PCM, ~Brake booster to head, Starter stud. I've been using the pinpoint test from the factory manual: https://charm.li/Ford/2007/Ranger%20...20Not%20Crank/

By that manual I am on A7 (Is resistance less than 10k Ohms?). I have OL between starter relay pin 30 and starter stud ground. Instructions state to repair circuit CDC25 (BN/GN) for a short to ground. So far I've checked for continuity between the starter S terminal wire and relay pin 30 and fuse 7. Both check out. Clearly I'm missing something but I have no idea, electrics is not my strong suit.

OL on your meter would be a open or resistance infinity, not a short.

If the meter is confusing, what you can also do is find the brown/green coming from the starter, and jump it to ground. MAKE SURE YOU ARE IN PARK OR NEUTRAL). When you jump that to ground, the starter should crank the engine. You can then move up to pin 30 on the start relay and jump it to ground there. If the starter cranks the engine, the brown/green is good from the relay all the way to the starter.

If the starter cranked when the brown/green was jumped at the starter, but will not crank when the brown green at pin 30 is jumped, then you know you have a problem with the brown/green wire between the starter and the start relay box.
 
it must be too early for my brain because step A7 makes no sense to me.
skip to A8

power from the relay goes into the S terminal on the starter, it goes thru the small solenoid coil then on to ground.
you can get power to the S terminal, but if cannot continue on to ground ( thru the starter ) nothing will happen.
take the wire off the S terminal and check for low resistance between the S terminal and ground.

ah, that needs clarification.
does the starter relay energize?
 
I think the red wire going to the starter is hot all the time. The only way the starter cranks the engine is if the computer with the small relay grounds the starter solenoid.

This is one of the newer vehicles. When you turn the key you think you are sending power to the starter but you are not. You are "requesting" the computer to start the engine, and it does it. You will notice this if you have a engine that will not fire. You turn the key and it does not start, you let off the key and it keeps cranking and cranking till the computer decides it's time to quit. New vehicles are wonderful things.
