Fuel injectors get 12volts from the EEC(PCM) relay when key is on.
The pulse to open injectors is by Grounding by the PCM(computer).
A '90 is probably Batch Fire injection, so 2 injectors are Grounded(opened) each time, then the other 2 the next time.
The Red wire(from the EEC relay) at each injector should show 12volts with key on, this wire is spliced to all 4 injectors, 2 injectors will have Tan wires and 2 will have White wires(PCM wires), these will also show 12volts with key on since there is no Ground, and injectors only have 14ohms resistance.
The EEC relay in a '90 is under the Power Box in the engine compartment, it will have the Brown base, Green base is Fuel Pump Relay, Black ase is Wide-open-throttle(WOT) relay.
You need to unbolt the Power Box to get to the relays.
The EEC relay sends power(12v) to PCM, fuel pump relay(not fuel pump), fuel injectors and most sensors, when key is turned on, there are several Splices that pass this power to all the components.
So if you don't have 12volts at the injectors when key is on then the splice for the injectors is probably corroded.
If you have 12volts at the injectors but they are not opening then check the PCM grounds.
The PCM has several Ground wires not just one, so a loose or corroded ground wire can just effect one system.
Check around the PCM and with Negative battery cable disconnected, unplug PCM connector and check it for corrosion or moisure.
