Everything goes through the multi-function switch on the steering column (the one that turns on/off the signal lights).

Welcome to TRS :)

On a 1999 Ranger the Parking light fuse is in the engine bay fuse box, fuse 11, 15amp
And there is also a Parking Light Relay in a relay box inside the cab above gas pedal area

Fuse and relay also power the Dimmer Wheel, so if either is bad then no parking lights and no dash lights

You can download your 1999 owners manual here: https://www.therangerstation.com/manuals/

Park light relay is in Relay Box 1 which is above gas pedal, and has its back to the radio and faces drivers door, it has a blue or black cover over it
There are several relays inside

I checked the one under the hood but was unaware of the one under the dash I'll start there thanks

Can you tell me which relay in the under dash cluster is the one for the park lights or do I just need to check them all?

The one that's not "clicking" when you turn on the Park lights........................................:)

No, I don't have an exact lay out for the 1999 Ranger

I found this one: https://ww2-secure.justanswer.com/uploads/swjensen7/2009-11-11_000555_relay_box1.gif

The "numbers" are the slots/pins for each relay, so it shows 8 relay positions in diagram

Parking light diagram below
What you could do is to check slot/pin 1 for 12volt, on what you think is a parking light relay
Then pull out fuse 11 and check again, if 12v goes away you have the right relay
Also check fuse 11 for 12volts to start with, could be an issue in engine fuse box
