no oil pressure what do i ned to try

here what i have done working on 97 ranger 2.3 replaced cylinder head because the other one was cracked ordered one from atk engines new head gasket kit and head bolts. got every thing back together and cant get the head to prime with oil what are my options please someone????????

you could pull lifters and soak them in oil to get oil inside them
 
A little/sort of confused. NO oil pressure on the gauge or no oil to the top of the head/cam when cranking (valve/cam cover off??)?

When I change the oil, I fill the filter before installing and crank with WOT until the light goes out or gauge moves. It takes about 10 to 15 seconds of cranking.
