I took my 85 ranger with the 2.8 to the shop for smog related repairs and they told me all of the solenoids were stuck closed. I tested them myself and they are fine. they also said there is no power to the computer but i dont know how to test that. im hoping someone here will know.
 
When you turn the key off, wait about ten seconds and you should hear a click from the passenger side; if so there should be power. Can you pull codes?
 
Do I need special tools for that?

I suggest getting a manual if you plan on doing any work. Also note that your Ranger may be older than some of the mechanics and they can be easily confused.
