No EGR valve

I have a 1999 Mazda b4000 Troy Lee and am replacing heads due to receding exhaust valves. I've realized during tear down that there is no egr or any parts relating to it on this truck. My question is were some of the 4l's made with no egr valves?

Yes. I just looked at 93.
Only CA Emissions 4.0 models had EGR that year (and a Cam sensor).

Wrong!!

In fact a vast majority of 4.0s came without EGR because for years only the California vehicles got it.

To beat a dead horse, I just looked at the 2000 EVTM.

2000 4.0 had no EGR (and PCM Pin 47 is Not Used, EGR Vacuum Regulator Control).

I would expect a 99 to be the same as a 2000.

my 96 b4000 has one, but the whole egr system has lots of trouble.

My 97 has one and is a pain. I'll just enjoy my 99 without!!

99-00 mostly came with out egr.. 98 did have it and mos of your earlier ones did.. 93-94s went either way. its easier and less crap to be in your way
