The dash switch (not column) should illuminate side marker/running/tail (low brightness element) on the FIRST pull out, and turn the headlights on (by sending power to the multifunction for either high or low) on the SECOND pull out (regardless of key position).
The side marker/running light/tail light (low brightness element) all run direct from that switch - they do NOT go through the multifunction (column)
When you pull the dash switch back 2 positions (to headlights on) it routes power through to the multifunction, then from the multifunction it goes to the the high/low... so if your multifunction is borked you might very well have no headlights.
Hazards light the brighter element on the tail/front they rejoin the wiring before the multifunction - but it is the same element as turning, so if the multifunction is borked you would have no hazards either.

) if you leave the dash switch off and do a "flash to pass" does anything light up (should be high beams I think)?
It sounds like to me your multifunction has totally puked and that might be your only problem.
