No Advanced Timing

Went to get emmision test and failed due to high nox. Checked timing and when i removed the spout connector i didn't get any timing advancement.
I checked the ICM and it's good. I checked the wire for the spout connector and there is no short or open circuit. The only thing i can think is the PCM is bad or would another sensor throw off the PCM. I ran a key off test and came up with Code 3-3-1-3-3 ? Don't know whether to change PCM or might bring to ford dealer?

I've got a similar emissions problem... but, I cannot find the spout connector. Where (specifically) is yours located? There isn't a pic in the manual that I have and I don't see anything that fits the description. My 1991 should be laid out in a similar fashion to yours. I've replaced most of the cheap and easy sensors and still get the 41 code (lean mixture) from the scanner. Any help would be appreciated.
