my neutral safety is stuck on the shaft the 21mm nut and the two 8 mm bolts and the lever came off but the white plastic collar is stuck on the shaft coming out the trans I used pb blaster to soak the shaft and the shaft has rust on it is this a common problem with them ?

They do fit on very snug. Just have to get a prybar behind it and keep working it off by moving from left to right. Be careful not to break it.
