Need opinions on new truck

Hey guys I ran across a 2004 ranger owned by a 77 year old man for sale. I've had a ranger in the past and loved it but had to sell it because the single cab was just to small for me. The question I have for you guys is if the price is a good price or not. KBB has given me a estimate from 8,400 on my phone app, to 13,400 on the computer, so I am unsure of which is right. The truck is a silver 2004, 4dr supercab, fx4 with about everything on it that rangers could except leather, its got a spray in bedliner tow package new tires and all that stuff and the main reason i am looking into it is because it has a very low, 48,000 miles on it and is in near perfect condition with only a scratch or two. If you guys coulld give me your opinions that would help a lot. Thanks

i forgot to mention that he was asking 11,900 but said the lowest he could take is 10,000.
