Just fixed it and it had nothing to do with anything that I checked out. Come to find out (after looking at the wiring diagram over and over and over and over) it says the power wire for the fuel pump relay is HOT AT ALL TIMES, meaning it has to have a constant hot regardless if the key is on or not. Upon looking the fused link powering the relay is named fused link R. Finding out where this link is it comes off the hot side of the starter solenoid. And also finding it was on the WRONG SIDE of the solenoid. Hence only getting fire to the pump while trying to start. Swapped it over to the other side and it starts and runs EVERYTIME. After days and hours of chasing wire I found it and its fixed. Either I or my dad or someone swapped the solenoid and changed the wires around. Now I can enjoy this 15-19 miles per gallon vs. the 10 im getting from my dodge.
