need help with ignition

i have a 88 ranger 2.9l and no spark i have new distributor, coil, plug wires and plugs. and two wires going in to the icm that have no power when the key is on or trying to start the truck one is red/light blue and the other is drk blue here is a harness diagram please help need to know if they are suppose to have power and when i mean power all I am using is a test light.

The red/blue wire needs to have power, but if you have a manual trans it will only power up with the clutch in.

With the key on, trans in neutral, does the engine start when a screwdriver is placed across the large terminals of the starter relay?

If the engine cranks you can assume the safety switches are good, but the ignition switch or the wiring may be at fault yet.

The dark blue wire relays a signal to the engine computer. If you were to plug the TFI module back in and tap that wire while cranking the engine you would probably see that light flash.


My first suspect for no spark on a 2.9 is ALWAYS, 100% of the time the ignition module itself. It has on occasion been my 2nd, 3rd, and 4th suspect as well.
 
the ingnition control mod. is brand new came with the new dist. and ill check the starter and the wires. thank u. what if the blue wire has no power at all still
and neither the red/bl as well just in case your not on later.
