My trailer needs shocks (Ranger Bed)

Your towing issue may be tongue weight and not shocks. Propperly loading the trailer will make a big difference in how it tracks.

It sways back and forth with just a little weight in it, and it's very easy to move around by just stepping in the bed. I already put a sway bar on it which helped a little. I know the shocks are bad so I will go there next. If this doesn't fix, it I'm thinking I'll drop a block out of the lift and put Explorer springs under it.

I would get some spare leaves and just add them to the pack, trailer springs are generally very stiff to handle more weight anyway.

Yeah, since its a trailer just find some old leaf springs on the cheaper side and mix and match. The new shocks wouldn't hurt though.
