my speedometer

i own a 1994 4.0L and my speedometer is vibrating a little from 0-65 mph, and then after that it just bounces from 65-85 mph. i've already replaced and lubed the speed cable and the VSS. what else could it be?

i don't know from experience or anything but it could be the speedometer itself not working properly... i'm not sure if you can replace just the speedometer or if you have to buy the whole gauge cluster, but it is a thought.
