This is in park (Lights on?), not moving, Checks out find besides the oil being a little high.

Yeah, that's odd, but I know nothing about gauges to be able to figure this out.

Voltage regulator for the dash, perhaps?


Have you done some searching through the "Miscellaneous and gauges" forum on here?
 
I had a similar issue when I turned on the lights on my Mustang about 10 years ago. I replaced the instrument cluster voltage regulator, and it helped improve the range of sweep it had. To this day it still moves about a needle width when I turn on the lights. I'm sure if I got in there and improved the instrument cluster's connection to ground it would go away though.
