Manual trans and won't idol down until full stop

I have a 98 Ranger 4x4 xtracab with 3.0 V6. 6 months ago we put a clutch in it. 2 weeks ago we put spark plug wires in it. Last week it wouldn't idol down. We replaced the ICV because that always fixes it, lol. It didn't make a difference. I checked for a vacuum leak, but found none. When parked it is slow it idol down if you rev it up. When driving it won't idol down until you come to a full stop. Yeah I didn't believe it until I drove it. So if you are at 3000rpm and push in the clutch it will stay there, but if you come to a full stop it goes down to normal.

I could guess all day long, but I'm curious if anyone else has had the same problem and what you did to fix it.

It's suppose to stay at higher RPM's until a full stop. It's an emmisions thing. It should not drop to idle every time you press the clutch, if it does THEN something is wrong.

Just to confirm, the computer holds RPMs higher when shifting and then they will drop if you hold clutch pedal down long enough but only to about 1,000rpms
Once speedometer is under 5MPH then RPMs should start to drop again to "target idle"
Target idle is based on emissions standards by model year and engine, usually there is a sticker under the hood that will tell you target idle

If I press the clutch in on the interstate at 3000 Rpm it will stay there until I come to a complete stop. Imagine 5 minutes although I have not been able to coast that far.

Ok two things, higher can be much higher and it's a complete stop to drop idol. Yeah I know that doesn't make sense.

You may want to check alternator amperage output along with any a/c voltage coming into system by way of a bad diode.

I have no charging problems and it's been going on over a week. That TSB looks like it might be the problem, but I can't fix that myself.
