Primary info:
1999 Ford Ranger Flareside/Splash std cab
Eng and Trans 2.5 with a 5speed and a/c

3/2 djm drop kit with shocks rear installed front not yet.
1996 factory ford cobra 17x8 rim with 245/45/17 tires rears installed not front.
Roush racing rear sway installed front not yet
New Ford Hangers installed
New leaf spring bushings installed and new nuts and bolt for leafs and hangers.

I will include pics this is a two fold question. I am new to this but not to trucks.

I installed the rear set up but it still seems to sit up higher then some of the 3/2 drop i have seen pics of even with stock wheels and tires.

Directions said to put leaf spring bolt in the furthest hole from bushing but it does not seems right

Lastly Clearance issues i currently have the front jack up to start on the front sprrings but when i put the wheel on for test fit it slides on the hub snug but the tire is about pinky finger width from upper control arm. So when i put the 1 inch aluminum spacer on it it pulls it away from the arm but the factory stud stick to far out should i wiz gun them down so that fit? I do not think i will have a problem with the center cap install there is a lot of room in that respect.

Did you install a Flip kit? because if you didn't you lifted your truck instead of lowering it

yes installed flip kit

DJM says the new setup they make for the 3/2 drop is flip kits for axle and lift shackles.

maybe i have to put the shackle bolt in the upper hole instead?

it almost looks like it sits the same before all the mods.

the bottom hole is for a 3" drop, upper is for 4"

your front studs are going to have to be cut down about half an inch if you want to use those spacers. anything under 1.5" you have to cut the studs. if you do end up going with them make sure you use lock tight and make sure they are tight. and check them every few months.

as for the rear you could always flip the rear shackle for more drop
