Low Power/ Strong in Test Mode *HELP

Just got this Truck, It is a 94 ranger 4x4 3.0L. It has all the tune up parts on it, have not clean MAFS yet but its crazy, the truck is a complete turd daily driving, barely goes up hills and some times have to down shift to 4th and 3rd on slight interstate hills while im already cruiseing at 70mph. Idleing when i hit the gas is very boggish, smooth no sputtering or missing just week, same while driving just week no sputtering. When i run a jumper wire in the EEC TEST ( old school OBD tester for trouble shooting and codes) it will run a test mode and scan truck...while it does this i rev it up and it is back to being strong, i took off while it was scanning and did a burnout, normally would stall out unless i burn clutch around 2000rpms...driving me nuts, i mean its getting 16-21mpg its just week and i want to lift it but im scared it wont be able to move, truck needs to be fixd. PLEASE HELP, I dont know alot about mechanics nor ranger but i do have axcess to an awesome shop and unlimited tools...just give me input and let me know. Thanks and all input is appreciated.

I would have said test compression, but you said it fixed itself when you did test mode with jumper, so now I would say check timing.

yea, i thought it was dead too but only reason i got it is bc the guy showed me that and i figured it had to be simple...any other ideas, i did feel a little surge today but overall its smooth sluggish power, please help
