No really, this is ridiculous. Everything says that the schrader on the back of the passenger rail is not the pressure tester valve. Book says the valve is in the tank? How is that possible? How does one test fuel pressure here? I'm getting enough to idle but not over 2200 rpm. For more details about problem, http://www.therangerstation.com/forums/showthread.php?t=165711

IF yours has the test port it will be on the end of the fuel rail, usually the passenger side. However, not all of them came equipped for mechanical pressure test, so it might not be there.

Thanks, all this time I've been assuming the book and internet are right. I just looked up the damper. I do NOT have this back there:

I just have the blue o-ring, plate and then schrader valve. So that's it, right?

Sounds like a fuel filter is mostly clogged. I'd be installing a new one of those.

Yeah, a plate with a valve bolted to the end of one fuel rail is what you are after.

So I realized my mistake. I was confusing the pressure regulator with test valve, having no idea what the regulator is. Now that I am trying to run a pressure test I understand the the vacuum hose is to be connected to the pressure regulator. That is what the manual says is in the tank, which must look similar to the picture above which is actually the dampener. So do I need to hook the vacuum line to anything? So is the vacuum line I am getting 50psi off the rail and I believe it is supposed to be 60+

The 03 does not have a pressure regulator. It has a pulse damper to smooth out the fuel flow in the rails. From the injectors opening and closing on a closed, no return system.
