I'm hoping that this will get more views and maybe some answers or a general direction to look...

 
Reads like only one parking brake is working

The pivot at the bottom between the two shoes is what the brake cable operates, did you check that its not frozen on both sides

When adjusted correctly the rotor should be hard to slide on, still can slide it on but it should rub the shoes a bit after they are centered
