I have a 99 ranger 4 cyl manual transmission, ABS light is on and speedometer and odometer do not work. How do I locate the rear antilock brake sensor and the RABS diagnostic connector?
 
Welcome Lee! Sounds like your Vehical Speed Senor (VSS) went out, located top center of differential.

I read where the VSS was discontinued in 98, is the rear anti-lock brake sensor located in the same place?
 
It might be called the Rear Axle Sensor today. This is from the great tech library up top
