Does it look like I'm leaking brake fluid here? Does this mean I need a new brake booster or master cylinder or both?

Yes it is leaking brake fluid. If your brake booster was shot, you'd know it. It would be extremely hard to stop. You can probably just get a master cylinder kit and be done with it. But that booster has seen better days - I personally would replace it for cosmetic reasons. What is the condition on the bottom side?
 
Also:

1) What is that hose coming from the top of the brake booster?

2) It looks like there is some sort of plug under the M/C reservoir...is something supposed to be plugged into there? My Rear ABS light is always on...does it have anything to do with that?

That is the vacuum line that is the "power" to the booster.

I'm not familiar with what that plug does, but my guess would be for the RABS. Someone else will know though.

EDIT: I haven't checked the bottom of the booster.
 
There should be a 3 wire connector that goes into the plug on the bottom of the reservoir. It is for the low fluid sensor, and yours is missing, and that will keep the ABS light on.

Well, when I unplugged mine it fell apart.

It goes into the main trunk of the dash harness. Follow the wiring out from the round grommet be the booster. It should come out of there somewhere. I'd take pics for you, but neither of my trucks has a dash in it ATM.

Try www.rockauto.com - they have a lot better prices.

EDIT: It looks like the booster has a core charge, which would be a PITA to do. But the M/C is only 21.00 through Rock Auto.

Weezl has a thread with discount codes too, so you can probably knock at least 5% off that.

Great! I ordered the master cylinder. I'll stop by Autozone or Advance to see if they have the brake booster.

Straightforward install? I'm hoping not to burn my entire weekend on this.
 
Straight forward providing nothing brakes, such as the brake lines.
 
The hardest part (at least for me) will be bleeding the system. On my Mustang, I just got it "OK" to drive, and then had the Muffler Shop do it for like 20 bucks.
