Welcome aboard. I am from North Central Iowa, but I get through Cedar Rapids about once a month. My eldest son lives near Davenport, so I go through CR on the way to and from his place. A Ranger would make a great first vehicle. I'd recommend the 2.3L 4 cylinder. They get great mileage, your insurance will be lower, and while they are plenty peppy, the 4 banger may keep you out of trouble 
. Also, with the light weight motor up front, just throw some sandbags in the box and you will get around in the winter pretty well, especially with a regular cab short box.
