Key Lock Cylinder

I have a 96 Ranger and replaced the key lock cylinder, but the key turns about 270 degrees, did I miss something?
 
Reads like the ignition switch is loose or slider bar mechanism.

When the key switch turns it pushes a slider bar on the ignition switch(under the steering column) and that is what makes and breaks contacts to turn on and off the system.

I would remove the new cylinder and have a look inside the sleeve, use a screwdriver to turn it and see what it "feels like", it could be the mechanism in the sleeve that is broken, never repaired that part?
You may have to remove the cover under and over the steering column and have a look.
 
Could it be an acuator rod? If so how do u know it is broken. I see it sliding in the small cut out.
