is it safe for me to take off the intake tube and spray it out with water or shud i use somthing else i just replaced my iac about 4 months ago and its already not working like it should it wont drop my rpms so is it safe

No it shouldn't hurt a damn thing.. do you have an aftermarket air cleaner on there? Them things cause a lot of iac problems.

Take that silly thing out and get a real filter. Your iac problems are caused by the filter allowing too much dirt to enter the engine..and clog up the iac.

alrite will do it was already in there when i bought the truck and cleaned it so ill change it out with a paper 1 that actually filters

Those filters work fine, I have one and my intake tube is clean and clear of debris, also my TB is clean. If it was letting in all this dirt and dust that you guys seem to think it does than my intake would be filthy and its not. I clean it a couple times a year and oil it up, and after about 40 miles I clean my maf and IAC it takes an hour and its no big deal. If you let the filter dry over night you don't get the oil problems either, a ton of people use these filters and if kept up properly they work just fine.
