Issue with 94 ranger

Hey im new to this so bear with me.. My boyfriend has a 94 ranger supercab 3.0L.. he keeps having the same two codes come out, p0172 and 176.. he's replaced the tps, o2 sensors, and the maf.. there's no manifold leaks or vacuum leaks.. any suggestions?
 
fuel system maybe ::fuel pump malfunction(lack of switching) and fuel psi not corect

could be the furl pump psi to low.. common problem
 
We've replaced the fuel pump, vapor canister, and other shit.. MAF was cleaned originally and it didnt fix the issue so we replaced it and it still didnt change anything.. there are definately no vacuum leaks.. he informed me that the exhaust is leaving a black residue on the bumper.. could it be possible that it's just the cat. converter causing the issue?
 
spowerback, i just saw ur comment.. thank you for confirming my suspicions.. we're gonna try that and see if it cures the problem.. thank god we have parts right at our fingertips (we both work at advance auto parts)..
