For some reason, I seem to recall a vehicle where it does double duty lowering the spare and acting as jack handle, might even be an RBV (such as an Explorer).

I'm sure it did. I think all the Explorers had a winch from the get go and I can def see is being useful for that. The Rangers had that hard harness carrier for a long time though. I think it was Gen 3 that started getting a winch.

Yeah, my Gen2 has the unbolt and fold down type. I've had a Gen3, Gen4 (and a Gen1, for that matter) and I can't remember what each of them had for a spare tire carrier. Guess I didn't use it that much to remember. My Explorer has the winch type.
