Is this bolt stock/matter?

I'm taking off and selling the cow tipper style brush guard that was on my truck and I want to sell it with all of its pieces that came with it. Is the bolt to the right o the driver foglight stock from ford or not? It's not coming off easily so I figure it might be stock and serve a purpose but it doesn't seem to do anything. So can someone get under their truck and let me know if they have a bolt in the same spot as mine?

Looks like something of Ford's doing to me (cold-stamped bracket, along with the bolt having a threadless tip to facilitate easier nut starting on an assembly line). I don't have a '01 or similar to look at though, so here's another bump for your thread.

That bolt holds your bumper on. The stamped bracket is part of the frame.

When I had taken the nut off nothing seemed to change all that much. Thanks for the clarification!

And by change I mean nothing seemed to loosen or seem less secure etc.

There's another one on the inside of the frame rail (and 2 more on the pass side.) Nothing is going to move when 3 of the 4 bolts are still tight.
