Nah, I say go for it. A problem like that is probably fuel pump or ICM getting weak. Maybe the crank sensor. Buy at asking price and replace those three things are you are still under $1300.
 
I wouldn't say anything over $400.
 
Check the frame closely. The rust on the tailgate and panels indicates possible rusty frame, spring mounts, and other work needed...

Even if the frame is good I'd only go scrap metal price...the guy says he doesn't need it...if he says he has been offered more and turned it down then bump it up by $100...
 
I'll for sure look at the frame what not but my buddie thinks I'm some ranger master lol makes me go with him to look at these I'm just handy with a wrench is all. I did get his 2.3 runnin again he was worried he'd mess up the timing when the belt snapped so I had to put it all back together for him lol

Just the same stuff you would look for on any engine, the 4.0 OHV doesn't have any major issues that are specific to it.
 
ask him to run it and drive it...make sure its not running hot...check around the heads too to see if theres any water/coolant leaks and check oil quality
 
if the oil is foamy i probably wouldnt mess with it considering the 4.0s tend to run hot after a while and crack the heads or blow head gaskets
