Is clockspring bad or good?

I have a rwd 2002 Vulcan - nice truck. Trying to sort out a few minor issues. If the horn works, but the cruise control does not (even with new buttons) and the air bag light is on, does that suggest a bad clockspring? Is it possible for some functions to work and some to not work? Process of elimination says to me it is bad.

That particular combination of issues suggests that you should come back and ask again when you have the airbag codes.
