ignition help please

what is the little blue piece on the inside of the sterring collumn connected to the ignition switch, my truck will not start.
 
Ignition switch is under the steering column.

Key switch is connected to a rod that goes down to ignition switch, when you turn the key the rod slides the ignition switch into it's various positions.

2000 Ranger depending on engine could have PATS anti-theft system this will prevent engine from starting but not cranking, if PATS key is not recognized by PATS module.
PATS system does have a "wand"(antenna) placed around key switch to "Read" PATS key, not sure of it's color
