Idle issue 94 ranger 4.0l

What’s up ranger gang. So sometimes not all the time I will have a problem with my idle usually idles around about 900rpm but if I smash the throttle and go fast it will get stuck At about 1300-1500rpms. I don’t think it’s my throttle cable because if I turn the truck off and back on idle goes back to normal. Is my tps bad? It doesn’t happen all the time just every now and then. Have no codes and no way to check my tps to see if it’s faulty.
