Idle and Driving Problems

I've been chasing this problem for awhile. Once and awhile when I first start the truck in the morning it will lope while idling for a minute or two before it smooths out. While driving if I let off the gas as the truck starts to coast it feels like the truck is lurching or missing. I ran codes and got back KOEO=63 and KOER=13, 25. I think my TPS voltage screw is wrong, but I'm not sure how to set it correctly.

On a side note, when braking and coming to a full stop the engine idles up, after a few moments it idles back down. Is this normal since so much vacuum is being pulled by the booster?

EDIT: I've replaced all the battery cables to starter and the sole.

Vacuum leak in the brake booster? Disconnect hose to booster and block it off and then start it up tomorrow morning to see if the lope is gone. The symptom of coming to a stop and idle going high sounds like a vacuum leak (slowing....braking....booster diaphragm rupture opens more causing larger vacuum leak)
