Iac testing?

Is there a way to test the Iac on my 95 4.0 I pulled it off and watched the plunger inside while someone turned the key on before I started it this morning. I get how they work and in theory I thought the plunger would open up but nothing moved. I sprayed it with some throttle body cleaner and it seemed to clear up the idle when my truck is warm but still doesn't move and still won't idle when cold.

Prop the throttle open with a nickle behind the screw. If she idles, then test power to the IAC.

After that you are left with IAC or PCM. If she idles warm unplug the bugger at idle, if it doesn't at least stumble, you have an IAC problem.
 
It will sort of idle when it's warm it acts like it's starving for air. New filter and just cleaned maf and map sensors. Checked airbox for obstructions and a few other things.

Are the iac valves the same on my 95 4.0 as a 99 four banger. My uncle just bought the frame of one and the engine and trans are on it

Got the truck warm and it spit and sputtered like normal so I poped the hood and unplugged the iac made no difference at all. Kinda cleared up a little
