Hubs disengaging?

99 Ford Ranger 4 whl drive

At low speeds I can hear a faint squeak coming from somewhere in the front drive train. This prompted me to jack the truck up to check if the hubs were disengaging. They're the pulse vacuum type. While in 2 wheel drive I came to find that spinning either wheel rotates the front driveline and when twisting the front driveline by hand it's not free to spin by itself (rotates the jacked-up wheel). From this I concluded that the hubs were not disengaging but when the truck was taken to the mechanic he said that they were working fine and I understood him to say that the front driveline will always be engaged (and spinning when the truck's in motion). This is contrary to my thought that when the transfer case is in two whl drive and if the hubs are disengaged the front driveline would then be free on both ends. Could someone pls clarify this? 4 whl drive does work fine and when in 2 whl drive a test on wet grass indicates it is truly only in 2 whl drive. Me or the Mechanic??
