I have bought a 2003 2.3L ford ranger seems lack in power between 0-3k rpms, i cant even make it up a hill, it is a old work truck do you think they ECU is different from stock or what could be the problem
 
Well, let try and start with the basics before you jump into those bigger issues.

Air Filter-Is it clean?

Fuel Filter-When was the last time it was replaced?

When was the last time a basic tune up was performed? (Plugs and wires)

A few other questions that could assist with figuring out the problem, what type of transmission do you have. (Manual or Automatic)
What is the mileage on the truck?
 
Air filter is clean, havent checked fuel filter or spark plugs or wires. 148,231 miles on it manuel tranny. Seems slow before 3k rpms then it picks right up
