Help!

Hey guys, Ivee got an 04. It's got a rough idle and has alot of hesitation when put in gear. Also, the break pedal will not come up off of the floor. You can lift it up with your foot and it does have brakes. The pedal is just not returning. I guess my question is could a bad break booster or master cylinder. Cause the vehicle to have a rough idle, or hesitation

If the brake booster is leaking vacuum then yes it could cause an idle issue.
