HELP! No E-brake

So my parents 00' Explorer failed inspection for no e-brake...feels like it has tension but it rolls still.... wondering how to tighten the cable??

Just did the explorer axle swap to my Ranger...and the cable is kinda hanging so need help for both vehicles....
 
There is an adjuster like a normal drum brake to adjust the pads up.

Would help to start with checking to make sure there are still E brake shoes left.
 
ok I'll def check that out on the Explorer tomarrow....How bout taking up the slack on my Ranger? anything coming to mind?
 
I would pull the rear brakes apart and check to see if the parking brakes are in one piece.... the parking brake operates thru a little set of shoes inside the rotor, you have to take the rear rotors off to check them....... A common problem with them is the shoe material falls off the backing plate and just floats around inside the rotor, which means you'll never hear anything bad going on with the regular brakes, but your parking brake won't work!!!!
 
i have the same problem with my parking brake i have to change my p-brake cable for starterd cause the one side got melted. you can mess with the bracket that holds em right in front of the left rear wheel. if it releases the brakes completely anyways you can move the switch up to make the light go out when you release the p-brake handle and not have to pull up on the peddle.
